Policy Landscaping Study on Regulatory Harmonization of Registration of Veterinary Products in East Africa

Project Description/ Background

The project will determine the necessary steps that Partner States of the East African Community (EAC) need to take at national level to actualize mutual recognition of registration of veterinary vaccines. The project will involve policy review, analysis and collation, desk and field studies and analysis, and report writing covering primarily Kenya, Uganda, Tanzania and available data/information from Burundi, Rwanda and South Sudan. The EAC Secretariat shall facilitate ATPS to gain access to EAC/regional documents for review and will be available for consultations by ATPS. The Global Alliance for Livestock Veterinary Medicines (GALVmed) had previously contracted ATPS to conduct a market assessment for Newcastle Disease vaccine in Nigeria and Ghana. Key Objectives and Activities 

The objectives of the project are:

  • To review EAC law/regulations on regulatory harmonization in so far as they are applicable for the implementation of Mutual Recognition Procedures (MRP)
  • To review the laws and regulations in East African Community (EAC) Partner State to determine gaps and where alignment is needed in order to implement MRP at national level
  • Identify mechanisms and strategies that will facilitate and enhance national level ratification, domestication and actual implementation of Mutual Recognition Procedures (MRP)

Expected Outputs

A final comprehensive report is expected as a key output from the study that will detail the key findings on each of the partner states’ policy position with respect to the implementation of the MRP and policy recommendations that will facilitate and accelerate national level ratification, domestication and actual implementation of MRP. It is also hoped that through implementation of the proposed recommendations, the project will have a wider long-term impact on the policy environment with respect to the harmonization of laws and policies in the livestock sector in the East Africa Community which will consequently impact positively on the lives of ordinary livestock farmers.
