Project Description/Background
Insight from AGRA’s 10 years of experience, and analysis of institutional landscape for agricultural transformation in Africa has identified key Agricultural Institutional & policy challenges:
Governance and implementation difficulties, Incoherent and conflicting agricultural policies and programmes, Poor coordination mechanism among stakeholders, Weak agricultural institutional arrangements, inadequate political goodwill, and inadequate accountability mechanism among others.
In the last decades, national governments also recognized the importance of agriculture for the overall economic and social development of the continent. Despite these potential positive aspects and the growth experienced so far, currently the African agriculture is still to be modernized and land and labor productivity are still very low. The agenda for the agricultural sector was set under CAADP (Comprehensive Africa Agriculture Development Programme) framework, but the success of CAADP could be jeopardized by inadequate national strategies and/or by their ineffective implementation. Institutions and governance structures at national and regional levels are key elements for ensuring the achievement of the strategic objective of promoting the growth of African agriculture.
Key Objectives and Activities
The overall objective of the study is to conduct an institutional and policy assessment of Kenya’s capacity to anchor agricultural development and transformation by identifying key policy implementation and institutional barriers and provide recommendations for a systematic transformation in the agricultural sector. Specifically, the study aims to:
- Review and analyze policy and institutional landscape of the agricultural sector in Kenya
- Align the outcomes from the policy and institutional analyses along 5 major functional components including: relevant national and sector policies and strategies; optimized enabling environment; sustainable implementation; coordinated investment and action and accountability for results.
Provide actionable recommendations for the transformation of the agricultural sector in Kenya through policy and institutional adjustments for a strong agricultural sector
Our Approach
This study would entail conducting detailed desk studies, key informant interviews as well as Focus Group Discussions targeting various actors in the Agriculture sector in Kenya. This was being implemented in 10 countries namely: Burkina Faso, Ethiopia, Kenya, Malawi, Mali, Mozambique, Nigeria, Rwanda, Tanzania and Uganda.
Expected Outputs
A country report with detailed analyses of the policy and institutional landscape of the agricultural sector and clear pathways to impact for the transformation of the sector; a matrix of recommendations across the five key components already identified; and top priority actions to take in the short, medium and long terms.
