AFDB Conducts Supervision Mission at ATPS for NDC Tracking Project

April 29–30, 2025 — Nairobi, Kenya

The African Technology Policy Studies Network (ATPS) hosted a two-day supervision mission by representatives from the African Development Bank (AfDB), aimed at assessing the progress of the ongoing project titled “Building the Capacity of Selected Sub-Saharan African Countries to Effectively Measure Progress in their Nationally Determined Contributions’ (NDCs) Implementation Using Tracking Tools and Indexes.” The project is funded by the AfDB through the African Climate Change Fund (ACCF), and implemented in partnership with the Pan African Climate Justice Alliance (PACJA) and West African Green Economic Development Institute (WAGEDI).

The AfDB delegation, comprising Rita Effah (Senior Climate Change Officer and ACCF Coordinator), Dr. Alfred Latigo (Monitoring & Evaluation and Gender Officer), and Emile Bela (Programme and Communication Officer – ACCF), engaged in an intensive review of project implementation, accountability mechanisms, and stakeholder coordination.

On April 29, the mission commenced at the ATPS offices, where the team conducted in-depth discussions with the implementing team. That same day, ATPS also held a virtual engagement with the team at the AfDB Regional Coordination Office. This online meeting provided ATPS an opportunity to present detailed updates on project progress, outline key achievements, and candidly share challenges and areas requiring further support from the AfDB to enhance delivery and impact.

On April 30, the supervision team visited the offices of PACJA, one of the key implementing partners. In addition, the AfDB team held a virtual dialogue with National Focal Persons and Climate Champions from the twelve participating countries. This session allowed the Bank representatives to hear firsthand accounts of the data collection process, country-specific challenges, lessons learned, and innovative approaches adopted to advance climate tracking and reporting.

PACJA was represented by Philip Kilonzo (Head of Policy, Advocacy and Communication), Duncan Omwami (Projects and Resource Mobilization Officer – Kenya Platform for Climate Governance), Alex Kitonyi (Senior Finance Officer), and Hope Okuthe (Project Officer – Energy and Access).

Throughout the mission, key themes emerged including the importance of continuous capacity building, streamlined communication among partners, and the need for targeted technical and financial support to overcome implementation bottlenecks. The delegation commended the work done so far and emphasized the need for consistent engagement with stakeholders across all levels.

The mission reaffirmed the commitment of ATPS, PACJA, and the AfDB to achieving the project’s goal of enabling selected Sub-Saharan African countries to effectively track and report on their climate action progress under the Paris Agreement.
